What's changed?

- Act 117 of 2013 amended Title 23 known as the Child Protective Services Law which is effective December 31, 2014

Who Changed it?

- Pennsylvania General Assembly and Signed into Law By Tom Corbett on December 18, 2014

When is it effective?

July 1, 2015 for all volunteers who have contact with children must comply. If you already have a clearance from PA West that covered the fall 2015 session you are current. If you are a new coach or your clearance has expired, you will need to follow the new procedures.

Why do we need to comply?

It's the law and protects our children! Additionally, you can apply these clearances to other voluntary committees such as scouts, church, school district volunteerism.

What do we need to comply?

You need ALL THREE (3) documents to gain clearance to work with children. They are:

  • PATCH Background Check Certificate
  • CWIS Certificate
  • Either Act 153 Affidavit Notarized -or- a FBI Background Check

PATCH Background Check Certificate

 

All coaches must complete a background check through the Pennsylvania Access to Criminal History website.  The background checks are good for 3 year and apply to coaching any youth sport as will as volunteer roles in public schools.  The background checks are free.   Print the resulting document and scan document or save as .pdf and upload it to PA West Risk Management Portal.

 

CWIS Certificate

 

All coaches must complete a background check through the Child Welfare Information Solution website.The background checks are good for 3 year and apply to coaching any youth sport as will as volunteer roles in public schools. This clearance is free. Print the resulting document and scan document or save as .pdf and upload it to the PA West Risk Management Portal.







 
 

FBI Finger Printing or Act 531 Affidavit

 

All coaches must complete an ACT 153 Volunteer Affidavit attesting to residency in PA for the last 10 years.  It must be completed and notarized before submission to the club.  Please scan and upload the document to the PA West Risk Management Portal

OR

Those coaches that have NOT lived in the PA for the last 10 years must complete a background check through the FBI database. The PA Department of Human Services handles this for the FBI.  Once you receive the clearance, please upload it to the PA West Risk Management Portal.
